Start with an authorized schedule of which people or roles need access to each entry. Ask how the proposed key hierarchy fits the existing cylinders, how exceptions will be documented and who controls the keying records. Agree on key quantities, testing and handover; the business remains responsible for approving access assignments.

For lock, door-hardware and entry-security work, ask which permit type the scope falls under before anything is ordered.
